City Selects Replacement Compliance Officer Community Liaison (COCL)

Upon learning of Dr. Dennis Rosenbaum's retirement as the Compliance Officer Community Liaison (COCL), the Mayor's team endeavored to create a process by which a replacement COCL could be selected. That process included representatives related to the DOJ Settlement Agreement from amici Albina Ministerial Alliance and the Mental Health Alliance, Intervenor Portland Police Association, and the Portland Committee on Community Engaged Policing. City stakeholders, including Portland Police Bureau, Independent Police Review, and City Council offices also participated. Finally, a Town Hall for the top two candidates was also held to allow members of the public at large to ask questions of applicants and provide feedback.

We are pleased to announce that now that the process has completed, Dr. Thomas Christoff has been selected to succeed Dr. Rosenbaum as COCL. Dr. Christoff and his team bring a great deal of experience, including serving as part of the current COCL team. With Council approval, the City will proceed to negotiate a contract with Dr. Christoff and his team. The Mayor sincerely thanks Dr. Rosenbaum for his service to the City, and also for his support as Dr. Christoff transitions to carry on the work of the COCL. We look forward to working with Dr. Christoff as the City moves toward attaining full compliance with its agreement with the DOJ.
