As the City of Portland responds to the housing crisis, a national search is under way for a permanent director of the Portland Housing Bureau.

“The next leader of our Housing Bureau must understand the current housing challenges faced by cities today, particularly in light of the economic shutdown from COVID, and be ready to partner in the challenges of expanding access to affordable housing citywide and transforming the city’s downtown core to include more housing opportunities,” Housing Commissioner Carmen Rubio said. “I am so proud to say the City of Portland has been delivering on our commitments to the community, and I want to build on that success by finding a leader who can carry forward this vision into the future.”

The Housing Director reports directly to the Commissioner in Charge, which has been Commissioner Rubio since January. Because of the voter-approved change in the city’s form of government, this position will report to the City Administrator effective in January 2025, along with all bureau directors.

The Portland Housing Bureau’s mission is to solve the unmet housing needs of the people of Portland. It is responsible for leading housing policy for the City of Portland and administering investments and programs to produce affordable rental housing, increase and stabilize homeowners, create equitable housing opportunities to foster diverse neighborhoods, prevent and end homelessness, and regulate and assist landlords and tenants in the rental housing market. The bureau’s work is guided by a vision that all Portlanders should have equitable access to affordable housing and to the opportunities that a safe, stable home can deliver.
