A 20-year-old woman was arrested after allegedly driving under the influence and crashing into a Multnomah County Sheriff’s Office (MCSO) patrol SUV in Portland. The incident took place late Saturday night, February 28, 2026, at Northeast 162nd Avenue and Northeast Fremont Street.
No injuries were reported to the deputy or the passenger involved in the crash.
The collision happened during a DUII enforcement mission held in memory of two MCSO reserve deputies who died in 1993 after being struck by an impaired driver. The operation was conducted with support from Oregon State Police, Gresham Police, and TriMet Transit Police.
On February 26, 1993, Reserve Sergeant Scott Collins and Reserve Deputy Mark Whitehead lost their lives while patrolling Interstate 84 near Fairview. According to reports, Ervin Vandervoort crossed the median at high speed and collided with their patrol car. All three individuals died as a result.
Collins had served five years as a reserve deputy and Whitehead for about eighteen months. Both worked alongside full-time deputies without pay.
Oregon State Police responded to Saturday’s crash as the lead investigative agency. Troopers arrested Luz Solimar Chavez-Castillo on charges including driving under the influence of intoxicants, two counts of reckless endangerment, and one count of reckless driving.
Before the patrol began, family members of Collins and Whitehead met with law enforcement officers to share memories. “The families said the loss of their loved ones continues to have a profound impact, but that Saturday’s patrol mission ensures both deputies are honored and never forgotten.”
