City of Portland announces interim Chief Financial Officer

Thomas Lannom will serve as the City’s interim Chief Financial Officer beginning July 1, 2023, following Chief Financial Officer Michelle Kirby’s retirement from a 32-year career in public service.

The City of Portland’s Chief Administrative Officer announced today that Thomas Lannom will serve as the City’s interim Chief Financial Officer, leading the Bureau of Revenue and Financial Services beginning July 1.

Lannom will replace Michelle Kirby, who has served as the City’s Controller and most recently Chief Financial Officer. Kirby is set to retire early this summer, wrapping up a 32-year career in government finance.    

“Michelle provided steady leadership at the City of Portland during a time of financial uncertainty through the COVID-19 pandemic,” said Chief Administrative Officer Michael Jordan. “I’m confident Thomas will build upon the foundation Michelle leaves behind and provide much needed continuity during both the Bureau of Revenue and Financial Services’ and the City’s transition periods.”

Jordan said he plans to wait to recruit a long-term Chief Financial Officer to lead the Bureau of Revenue and Financial Services while the City gains clarity on what it will take to financially prepare bureaus for the new form of government that begins in 2025.

Lannom currently serves as Revenue Division Director and Deputy Chief Financial Officer.  He holds a Master of Business Administration from Portland State University, is a Certified Public Finance Officer and brings more than 20 years of public sector finance management expertise.  

Nearly 250 Bureau of Revenue and Financial Services employees provide centralized financial services, revenue collection, business regulation, financial reporting and compliance to all City of Portland bureaus. The bureau’s seven divisions include Accounting, Debt Management, Grants Management, Procurement Services, Revenue, Risk Management and Treasury.
