RFS Administrative Rulemaking Public Comment Open

City of Portland adopted a new Renewable Fuel Standard in 2022. This increases the percent of low-carbon biofuels blended in diesel fuel sold in Portland over the next several years. Proposed administrative rules are now available for public comment. 

Portland Bureau of Planning and Sustainability (BPS) is pleased to open the public comment period on proposed administrative rules for the updated Renewable Fuel Standard (PCC 16.60, Motor Vehicle Fuels). The public comment period will be open until July 25.

In December 2022, Portland City Council unanimously adopted amendments to the RFS, which regulates the volume of low-carbon biofuels blended with gasoline and diesel fuel sold in the city of Portland. The policy intent is to phase out petroleum diesel sold in Portland and replace it with 99 percent renewable fuels by 2030. Portland’s policy uniquely includes a carbon intensity standard, to ensure that the renewable fuels sold here will be lower carbon across their entire lifecycle.

Given that the RFS was initially adopted in 2007 and that the new code amendments require rule updates, the existing administrative rules are being amended. BPS has developed proposed administrative rules for program implementation, currently available for public comment.
